Purpose to mitigate any actual or potential conflicts of interest arising in regard to the applicants operations or responsibilities in situations where the chair and/or vice-chair of the CCM are from the same entity as the nominated principal recipient(s) in this proposal.
Realizing the fact that the Country Coordinating Mechanism Sri Lanka has an important function of monitoring the activities of principal recipients and sub-recipients (physical and financial) in a impartial and just manner, the CCM meetings should provide the stage for the members to discuss the progress of the project in an uninhibited environment.
Therefore the policy requires that if chair and/or vice chair of the CCMSL happen to be from the same entity as PR or SR, they will refrain from presiding over CCMSL meetings during sittings when any allegation against the relevant PR/SR is to be made or being made, or a critical discussion about the PR/SR is to be carried out, or being carried out. In addition same procedure will be adopted in any circumstance when members have to express their opinion in a manner which could embarrass the chair / vice chair in their capacity as PR/SR.This policy has been adopted by the CCMSL.
