Oversight Committee Meeting of Sri Lanka Country Coordinating Mechanism.

The Oversight Committee Meeting of Sri Lanka Country Coordinating Mechanism was held from 4.15 to 6.30 pm on 18th January 2024 in hybrid mode (both physical and virtual means) at the conference room of the Director General of Health Services, Ministry of Health. The meeting was chaired by the Director General of Health Services Dr. Asela Gunawardana with participation of five out of its seven members and ten observers.

It was observed that that a considerable progress had been in many action points mentioned in respective components during the previous meetings. The issues which were not resolved from the last meetings were highlighted and corrective actions were suggested.

Progress of the projects and grants supported from the Global Fund were reviewed and evaluated. Among them were the Project Heath Information and Quality Improvement, Grant for Tuberculosis prevention, Grant for HIV/AIDS prevention and C19RM investments.

The progress of the development of the Fund Requests for HIV and Tuberculosis for the Seventh Global Fund Cycle (GC&) was also discussed. These Fund Requests were been prepared for requesting funds for Sri Lanka for the years 2025 to 2027.

Country Coordinating Mechanism Sri Lanka (CCMSL) 148th Meeting

The 148th CCMSL Meeting was held on 3rd February 2024 from 11.00 am to 2.30 pm at the Auditorium of National Blood Transfusion Services, Colombo 05. The Chairman who is the Secretary/Health Dr Palitha Mahipala presided the meeting with participation of members from 22 member constituencies organizations out of 26 enrolled. The participation of members from other Ministries, Bilateral Agencies, Non-Governmental Organizations, Faith Based Organizations, People Living with Diseases and Private Sector has to be commended. The participation of the observers such as Sri Lanka Police Legal Division , Family Planning Association and Local Funding Agency added color and value to the proceedings.
The most important proceedings of the meeting were the endorsement of the Fund Requests (FR) for HIV and Tuberculosis prevention which were submitted successfully to the Global Fund subsequently on 4th and 5th February which was the dead line for the fourth window of funding requests.

Before the endorsements, Dr Janaki Vidanapathirana, Director/National STD and AIDS Prevention Program (NSACP) and Dr Nirupa Pallewatte Deputy Director National Program for Tuberculosis Control and Chest Diseases (NPTCCD) presented how the two FRs were developed by the respective programs with much deliberations and series of consultations with many stakeholders. The involvement of different stakeholders such as health professionals, non-health professionals, people living with or affected by the diseases, community groups working for prevention of those diseases in collaboration with the national programs was the unique and encouraging feature of the proceedings of developing the two FRs. Much discussions were happened and many questions were raised and successfully answered and finally two FRs were endorsed by the members of the CCMSL.
The Fund Request for HIV and Tuberculosis is requesting funds from the Global Fund for prevention and control activities for the two disease for years from 2025 to 2027 in Sri Lanka.

Among the other important activities happened on 3rd February was to review and evaluate the Project Health Information and Quality Improvement (Project HIQI) which is also funded by the Global Fund. It was alarmingly observed that the progress of the Project was not as expected and in-depth discussion to identify the remedial measures was taken place. The consolidated budget and the Reallocation Request were presented by the Project Director, Dr Nalin Ariyaratne to the forum and they were also endorsed by the CCMSL members together with an appeal to get a non-costed extension of the Project was also endorsed.

The CCMSL Meeting ended with a pleasing event of lounging the revamped website of the CCMSL by the Chairman and the everyone was present at the meeting.
